IAOPA has proposed that the '10 hour' clause, which for some reason doesn't apply to the LAPL(H), should be amended to allow novice LAPL pilots to carry passengers without the 10 hour PIC restriction, provided that such flights are supervised by an Instructor.
Since the LAPL(A) holder has demonstrated to an examiner their ability to safely carry out a flight with a passenger during their Skill Test, why not propose removal of the 10 hour restriction completely? They've passed the Skill Test deeming they are competent and possess the required skills. I'm sorry, I just don't get the logic behind the restriction.
