The airport changed from NATS to BATL , so I suppose the experts packed up and left the airport to it.
The runway extension opened on 27th May 2014.
ATC services transferred from NATS to the Airport Company on 1st April 2015. Not that the issues with the groundworks around the extension are in any way related to the change of ANSP.
But don't let the facts get in the way....
