as Liverpool had the service

It's the Liverpool Echo. Any hope of a decent level of journalism (or even English half the time) died years ago when it became part of the Trinity Mirror Group. It's quite clear though on looking at the article that it relates to a group of organisations in Liverpool welcoming the benefits of a new service from Manchester...as such I repeat that it is on the wrong thread...
