The things you mentioned are really not a very clever step indeed. But you know the old group concept - a single human may be as clever as Einstein, a group of them suddenly makes them to spineless cattle. Sometimes this is true.
Again then you need to look deeper into the case - maybe there are no other options for that pilots, maybe they want to stay at that base. Who knows....
