What the problem is are the handling/cleaning/catering companies leaving it to the last minute to take on new staff to cover the summer rush when they know what the situation will be and don't bother dealing with it until March April time which then leads to a huge hike in passes to be sorted but if they had started recruiting after the new year there wouldn't be such an issue!
Or alternatively, the airport fails to plan for a known peak?
