PAS, and this year PAS plus FRI is purely about retaining specific individuals for (a minimum) of 5 years - nothing more. Why would those who have already decided to accept PAS be offered anything? They have already been retained; there is no need to spend the money. Those who decided to go for a career did just that; decided to do it. I suspect that PAS offers have been targeted at those with (unsurprisingly) pertinent flying quals where there could be a shortage, A2, QWI for instance. It's about retaining specific individuals with required quals - no need to retain someone who sits behind a desk with no specific skills in their back pocket, the reality is that they can be replaced by someone else who will do the same job to an adequate standard very quickly.
Agree with you about the devisiveness of FRIs, but that has always been the case.
RandomBlah, there was a smattering of sarcasm in my post. My point is, there are a number of individuals who may be sitting behind their desk (presently) with way less than 5 years to do WITH the quals and experience (SQEP A2 QFI/IRE etc) required on the FL who could answer a lot of the retention problem. These individuals may have options coming up in the very near future...they can still be retained before it's too late! Never assume because someone has chosen the career path (for whatever reason) that they cannot cross to PAS, they might just need a little gentle persuasion!
The rub for those who committed early is that they may not even have transferred across to the PAS pay scale; I am under no illusion there are always going to be winners and losers and it's down to timing. That said, it might not be pretty! Time will tell.
