EASA Part FCL Theoretical Knowledge Amendments

EASA have published the amendments to the theoretical knowledge learning objectives.

However, I have noted an error (to my thinking at least and I stand to be corrected).

* Annex I to ED Decision 2016/008/R publishes "Acceptable Means of Compliance and Guidance Material to Part-FCL (PBN) and Part-ARA (PBN, ARA.MED)", in particular the new Learning Objectives 062.07.00.00 for Performance Based Navigation (PBN) training

* Annex II to ED Decision 2016/008/R publishes "Acceptable Means of Compliance and Guidance Material to Part-FCL (Learning Objectives (LOs)) — Amendment 2"


The new LOs under Annex II above do NOT include any changes to 062 Radio Navigation regarding PBN.

The new LOs under Annex I apply ONLY to IR Theoretical Knowledge:

2.Point AMC7 FCL.615(b) is amended as follows:
AMC7 FCL.615(b) IR — Theoretical knowledge and flight instruction
Delete ‘062 05 01’, ‘062 05 02’, ‘062 05 03’, and insert ‘062 07 00 00’ below when applicable:


Apart from the minor point that I believe it should read AMC1 not AMC7 (again, I stand to be corrected), from a technical point of view, Annex I only applies to FCL.615(b) and in that respect to the IR syllabus only, even though the table in Annex II identifies applicability of the LOs to ATPL(A), ATPL(H/IR) and IR.

I think it should have read "AMC1 FCL.310; FCL.515 (b); FCL.615 (b) — Theoretical knowledge and flight instruction", unless of course it is only applicable to the IR syllabus, in which case why are the ATPL(A) and ATPL(H/IR) subjects checked in the Annex II table?

Assuming it is an administrative error and that it applies across the board, it also calls for deletion of the underlying principles of Area Navigation and its equipment covered under ‘062 05 01’, ‘062 05 02’ and ‘062 05 03’. Have these areas been moved to another subject?

Can anyone shed any light on this?
