Actually the Section 106 agreement only prohibits scheduling any passenger aircraft for departure before 0600(?). Positioning or ad-hoc charter flights are subject to a monthly night quota.

Checking the Agreement passenger flights can be scheduled for arrival/departure between 0630 and 2330 (with a quota limit between 2300 and 2330). In addition 120 'night flight movements' per month are allowed with delayed or diverted flights not counting towards the quota.
