As can be seen from the text, the extracts are some 10 years old.
You need to be "sponsored" by an operator, and use their SOPs in the simulator phase.
You are far better prepared for the right hand seat.
The UPSET training in a light aircraft forms an important part of the course and all flying must be completed prior to the start of the multi crew simulator phase.
The ATO has the oversight of training until licence issue post base training.
The AOC operator then has the oversight for line training onwards.
Something you can research ~ why 12, and not the usual six for take offs / landings for base training?
Significant additional (unnecessary) cost. ??
My guess is that 12 was in an initial draft(great unknown) and they failed to modify it.
Clearly if more than 6 circuits are required, then further training will be carried out as necessary.
There is nothing Mysterious about the licence, simply a lot of misunderstanding.
