They say that their basic pay is what they would receive whether they were flying or not (aka office duty or ground duties) and therefore the flight pay is the only part of their income received for flight hours while over international water.

Thanks TIMING. That was kind of my argument as well. I broke an ankle back in 2013 and I was off flying for 2.5 months but I still got the full basic salary. We'll see what they have to say.
