Apart from being to build a new terminal should airlines emerge and add fire cover etc and all other essential services, the biggest challenge will be getting airlines to serve the airport.
This is on the backdrop of needing to operate on a shorter day, ie like Knock Airport, who do not have a based airline resulting in a shorter day hence reduced /realistic operating costs. Ryanair would bet likely to be the only airline so could offer services on a non base arrangement, serving the airport from bases abroad. Though that would be hard won.
