Actually the Brumby is one of the more robust RA offerings, almost overly so given the weight constraints and it generally enjoys a good reputation. And no the RA Aus operations manual hasn't changed - intentional spinning remains verboten and strangely enough nowhere has it been suggested that this is what they were doing.
