LTNman, if you work in the industry you'll understand that public transport accounts for 5-10 % pax MAXIMUM of a well connected regional airport.... So hardly the reason for an airport to fail if they don't provide it.
I seem to recall that airports were given targets in the Blair years, and that the target for Luton was 30%.
5% may be nearer the mark for BOH where public transport is poor.
