I agree in the past extensions some countries never enacted the extensions mainly through ignorance and incompetency and it was business as usual
But a major accident with a large insurance claim may have the insurance companies looking for a way out.
As the EASA Licenses hold no validity on an FAA aircraft and subject to all the licensing being correct on the FAA aircraft I cannot see that it would be any more than a technical infringement and not an insurance issue but I don't know
I am far from an insurance expert
