land for the development was safeguarded over 40 years ago
Also there's no new terminal, land acquisition costs, residential compensation 25% over market rates or relocation of existing businesses and the runway has been part of the local development plan for decades.
Sounds to me that proper planning by both DAA & the Government has prevented high development costs.
