There are already quite a surprising number of fields equipped like this, many big ones in test phase. I even came across similar on very small airfields in Europe - one guy with a handheld radio doing INFO from his home and following the fields traffic by webcam. That one even tried to sell this to me as a safety feature: "if a plane crashes and all of the field and the tower is burning I can still call rescue when doing it from home" ...
