The 30 day "cooling down period" before a strike comes into play after a federal mediator declares the parties are at an impasse. The mediator doesn't show up until the parties stop making progress on their own. It's normal for airline contract talks to go on 2 or 3 years. Atlas just started the end of last year. It'll be a boiling pot for the foreseeable future.
