Herein lies the problem. CASA can regulate whatever they like but the fact remains that the competition is nowhere near that level of regulation. As long as you have city state governments owning and regulating their own airlines nothing will change, and CASA will just keep on hammering the locals until there is nothing left.
Interestingly there is comment on the FZ981 crash thread in regard to the GCAA putting pressure on the Australian authorities to remove any reference to fatigue in the EK MEL incident. Yet if that was a VH registered airline the flight would have been illegal.
