The regulators set operating minima depending on a pilot's qualification. I can see what applies to me by looking at the approach plate. Airlines may impose higher minima on their crews, that's up to them.
The above is just not right enough. The AWO approval and priviledges are not too complicated, but not this simple either.
My wildest bet is that on the 787 they may have not been approved for LVTO yet (pending).
