For example if Wales gets to keep its own income taxes which come to a total of 6 million (not correct figure just an example) the grant is reduced by 6 million. It's up to the devolved governments whether they can afford to scrap APD. I personally can't see any change in the status quo to be honest. How long would it take to recoup the costs of closing a base down at BRS and establishing one at CWL? It would take years. Business leaders and politicians play on fear nowadays and scare us into voting a particular way. It's a nasty game which we all need to wake up to.
