Why should flammability be a problem?
Indeed. How many of the airship losses were
caused by the hydrogen catching fire? I'm no expert on airships, but I can only think of the Hindenberg--the others being weather related. But there were the shootdowns, which is relevant for military use: but even then, I get the impression that a big bag of hydrogen was surprisingly hard to ignite with WW I weapons.
