This is nonsense: ADP can't be devolved to English regions. It either has to be devolved to county councils, or central government has to take the decision to scrap at BHX (in the same way as it was for long haul at BFS).
Better still, scrap it entirely or levy it at a low rate of, say, £5.00 for shorthaul and £10.00 for longhaul in economy and premium economy (for the entire UK).
