I think Ryanair should be asked to put up or shut up at LDY. If they're not prepared to invest then they're simply an impediment to obtaining other airlines who might be prepared to.

Ryanair: No, we don't want to, unless you give us large amounts of money.
Airport: We can't do that.
Ryanair: OK, then we won't operate more routes.
Airport: If you don't want to operate more routes, then please go away.
Ryanair: OK, fine, we'll go away.

In my experience, people who state that airports (especially small airports) should lay down the law to airlines (especially Ryanair) are
greatly overestimating the level of influence the airport has. But maybe I've misunderstood what you are suggesting?
