To add to your post, we have recently had a lapsed ICAO PPL do a short course (training as required) on the advice of the CAA in an email to the holder as per your post.
He passed the LST and on application for the EASA ppl, the CAA rejected the application saying that a full ppl course is required reflecting changes in 804.
After many exchanges by the HoT, he now will have to do the extra training as if he was an ab-initio.
Still not quite sure who is correct but anyone in a similar situation I would advise to apply for a log book assessment at Gatwick.
