Of course it isn't profitable having it on the ground but sometimes it has to happen.
In this instance CLA had hoped the a/c would be in revenue service by now but there have been delays in the CAA granting the AOC that they had hoped to avoid (and no, I won't go into details!).
Either way, as others have said, there is far more to getting an AOC than buying an aircraft and recruiting the crew. It all takes time and sometimes you have to have the a/c parked up for a bit while the last bits are inspected/approved/cerrified etc.
I expect they will be operational before the end of next month though.
