Taken to the extreme - Do absolutely nothing and IS would take over the Planet (that is their stated aim) - 6.8 billion non-muslims executed. Probably another half billion of those we think of as muslims but they don't as well. Well, maybe 5 billion executed and the rest as sex slaves. The responsibility only accrues if we have the capability to stop them and do not. We have, and we currently aren't doing.
