Really? That's where you're going to set the bar for regulatory intervention: by asking how many people an operator has killed?
Let's try looking at the other side of that particular coin. In your opinion, how many passengers should die before a regulator may appropriately intervene and enforce the same regulations and standards that other operators must meet? Without of course being second-guessed to death by folks with a widely-publicized axe to grind?
