I doubt it. The plan is to sell it (CWL) back to the private sector.
It seems that the current administration's policy is not to do that. In time it will sell shares in the airport to private investors but the government will retain a controlling stake.

At the time the purchase was going through and on occasions afterwards the First Minister certainly spoke of private sector partners with it seemed the eventual return of the airport to the private sector.
