Fascinating, is CASA going to issue un-licensed person licenses, or maybe non-license license, maybe they are going to be non-person licenses, the mind boggles.
CASA are actually caving in to union pressure. One of the non-aviation unions was pushing for this a while ago as a way of cutting the grass of the LAME union. They wanted AMEs the ability to sign out certain items which saves money but defeats the purpose of the whole licensing system in the first place!
If anyone can sign stuff out why bother have a license at all.
