IFR Training Flight (remark in the FPL)

I'm interested in your opinions/experiance of the above from the ATC point of view, especially for the European area. So straight to the root of my question :
Sometimes I notice the above mentioned "IFR training flight" filled in the no:18 remark field of a Flight plan. Since I couldn't find any information in ICAO or EASA documents describing FPL . What are the practical applications from an ATC point of view and how do you handle such flights at your ATC units?
