Does it not depend on what the actual outcome of binning the P8 actually means? For example, if they've decided that the P1 is in fact the better solution for the task and british industry, then I'd actually suggest it's quite an astute decision.
If that proves to be the case, then it may well be a wise decision, however, 'wise decision' and MOD/Government tend not to sit well together in the same sentence!
