A320 fuel penalty factors for Slats / flaps jammed

The fuel penalty factors provided in the QRH , for slats or flaps or slats+flaps locked are single values which seem exaggerated . They are respectively +60% , +80% , +100% .
If you happen to look at the unreliable airspeed pitch/power settings you will see that as long as you are flying at the manouevering speed for each configuration ( from clean up to conf 3 ) the thrust setting is between 54-58% n1 . So as long as you are flying at the green dot / manouevering speed for each configuration your fuel flow will not change much . However you would be unable to climb that easily and of course you would be restricted to flying up to FL 200.
Is it on this scenario that these exaggerated figures are based on ? Flying a long distance rooting with F3 at FL200 ?
actual fuel penalty for existing conditions may give you much more operational possibilities and eases decision making
