Back in the 'Ole Days' at the beginning of the changes when services to VFR were 'dropped', an official memo from HO came out discussing the 'introduction of a pricing regime to discourage participation.....'

The idea at the time WAS to charge for in flight info provided by FS, including the cancelling of SARTIMES, to discourage pilots from doing it, and so to immediately reduce the number of FSO's required....
From that, the SAR function was 'separated' from the In Flight regime, and CENSAR by phone to BN was the result.
There was no 'real way' of accounting for 'other info' requests, and so no charges could be sent.....to...ABC at ML FIR, ABC in BN FIR, ABC at ..'pick a place'....
A bit like in the early days of avcharges, FKE was heard reporting CIRA at Kunners, landed, and called 'clear', to be followed shortly thereafter by the REAL FKE, (FK-28 RPT JET) who was 'suitably impressed' - NOT!
"I wanna see you" was the reported retort...!!
