What is needed is an SPCA (Society for the prevention of Cruelty to Airplanes).
It should be able to to go to an unworthy owner and say; "You Sir, are not fit to be the owner of this poor airplane due to a consistent pattern of neglect and/or abuse" Therefore we are taking possession of this airplane and giving it to a person who will love and cherish it.
