Creating "Working Groups" would be the refuge of a weak manager with no leadership skills who wants someone else to draw the obvious and unpalatable conclusion. A conclusion which we all could write with one sentence in black ink on a blank piece of pure white A4 paper.
"We do not employ enough pilots to fulfill the commercial task as given."
