Duck Pilot, "safety" is a nominative - a word that means nothing except in the minds of individuals and that is why it is beloved of CASA and Politicians; anything and everything can be done in the name of "safety".
"Safety" can be achieved by not getting out of bed in the morning. What you and I and CASA and the Government should be talking about is risk management - which by definition is quantifiable and subject to computation and analysis, which was something I spent a lot of the doing at Ansett Airlines in the old days.
However CASA is not interested in risk management. They want zero risk to themselves and their political masters. This can be achieved through our destruction - preventing aviation.
What needs to happen is the modification of the Act to acknowledge our right to exist and to contribute to the AUstralian economy. Once that is done, a sensible risk management program can solve all the issues.
To put that another way; risk management analysis will demonstrate that CASA over regulation is pointless and economically harmful. ADS -B, SIDS, control cables and propeller AD's, the medical rubbish, the lot of it.
