Seat reclining should be disabled in aircraft with a seat pitch of less than 32" or if an IFE cabinet is installed under the seat.
It'd be up to the airline to decide whether pack 'em in, sell 'em cheap seat arrangements are worthwhile.
People don't seem to mind fixed seats on Ryanair or Germanwings, but passengers who recline their seats in cramped cabins are utterly selfish.
