To quote the 747 operations manual for Brake or Wheel Fire (On Ground) "Request confirmation or assistance to determine actual presence of fire. Request fire crew assistance. If fire confirmed from either aircraft and/or external sources CARRY OUT PASSENGER EVACUATION NON-NORMAL PROCEDURE."
