CASA (OAR) : A whole new crazy?

Consider this brilliance:

So the crux of it is CASA have created a temporary danger area within Class C airspace that encompasses some of the ARR/DEP Routes for BN/CG.

They then say that ATC will provide services between aircraft not participating. Fine - that is what Class C is after all, so nothing new there.

But - what the hell happened to separation of VFR and IFR? I.e. Separation from the SPA Aircraft and others? The airspace Class hasn't changed? So who is separating? And who is taking responsibility for separation as we descend down through those easy to see paragliders and hang gliders? I would assume an ATC would be extremely reluctant to issue an ATC clearance through this airspace because of this. SO why isn't it a Temp Restricted area, or alternatively a temp Airspace reclassification to G?

I don't get it.
