Yes, when I think about it a bit more, it's all the Board and Ministers doing. Someone should ask the Board and The Minister when the regulatory review process will be processed given that the DAS thinks the time frame to date is acceptable.

Functions
The Director is responsible to manage CASA subject to the directions of, and in accordance with policies determined by the Board. The Director is also responsible for implementing the objectives, strategies and policies decided by the Board and, in consultation with the Board, developing and articulating CASA’s corporate goals and practices. The Director supports the Board’s efforts to ensure that CASA performs its functions in a proper, efficient and effective manner, and complies with directions given by the Minister under section 12B of the Civil Aviation Act 1988.
