I would suggest that they are connected to the Rugby World Cup - French supporters returning from a weekend in London. Luton has had quite a number of charters from France connected with the Rugby WC including one from Pau which was operated by a Travel Service B737-400. These could be the returning passengers on Luxair aircraft as the Travel Service aircraft may not be available. Hope this helps.
