You're correct in that EASA have confirmed where it says "Holders of..." then the applicant must to be in a position to exercise the privileges of the ICAO licence when converting to an EASA licence in accordance with Article 8 of the Aircrew Regulation.
For pilots converting in the UK the reference with explanatory note is in
CAP 804, Section 4 Part Q, Subpart 2 Page 1.
