FAA/EASA -- FBW with neutral static stability

I'm curious whether the regulators would allow a future FBW aircraft to be certified with close to neutral longitudinal static stability under all flight modes. I understand they have allowed neutral or even slightly negative SM (static margin) during cruise -- so called Relaxed Static Stability or RSS. But I assume those RSS aircraft still possessed very much positive SM for approach. Any thoughts?
