TCAS and ADS-B, today, and in the affected region is NOT the primary means of aircraft separation. For instrument flight, the primary responsibility for separation rests on ATC and see-and-avoid. For visual flight, see-and-avoid is primary.

TCAS and ADS-B is secondary. Not an insignificant backup, but a backup nonetheless.
