Already in place luckily in flydubai. Not at some other M.E. airline I've worked for. I can honestly say at flydubai it's written and enforced the way it should be; a proper non punitive and just culture. The only time you'll get into trouble is with gross negligence or misconduct. And that's fair.
You'll get people reporting just about everything safety related but I'll rather have it this way that fear of retribution. You make a mistake, then you own up to it, file a report, learn from it and move on. One of the good things at flydubai.
Reading out FDM data and comparing to 'what actually happend' takes a skilled brain with many years as a pilot/trainer in the same operation.
