Thanet Council needs to see evidence that Riveroak can finance the whole process.
Oh dear, I am afraid your personal opinion on this does not count, what the government say does :
"
... the confirming Minister would expect to be reassured
that it was anticipated that adequate funding would be available "

Not that all the funding is
now available - it can not be, as until the Inspector pronounces, no one else can claim they know how much the land will cost.
The CPO itself constitutes a massive political risk for this council
You appear to have no knowledge of recent history in Thanet :
TDC have been entrusted by the electorate with returning Manston as a working airport. 52 out of 56 Councillors were elected on such a basis, and have already voted once (with just 4 abstentions and none against) in support of the CPO.
The guidelines on CPOs are quite clear on this :
"
Were they to act in breach of trust they may be liable to their authority."

The Thanet electorate have returned these UKIP and Conservative councillors on a mandate to enact the Manston Airport CPO.
