It is not IATA that wields that big stick as far as I know but I think it is ICAO in conjunction with the sovereign authorities of individual countries.
I think you'll find that it is IATA EWL. Refer to the IOSA (
IATA Operational Safety Audit).
Garuda does have IOSA accreditation according to their
database. I don't see Tiger there though.
