Key issue here is that they have a high proportion who arrive on the DLR as opposed to parking their cars, and a significant number of the rest use taxi/Addison Lee, who contribute nothing. From my experiences elsewhere on LCY-type trips I spend little on the catering and rarely anything at the shops, but get some substantial bills for car parking. It's ironic that a "green emphasis" on public transport cuts the operator off from one of the key revenue earners at airports nowadays.
