Ir was explained in a previous post but you apparently missed it. The runway was closed lengthwise. It was the same length, just half the width. That's pretty common for resurfacing at airports with a single runway. I went in there a couple of times while the construction was in progress. One problem with that is that the ILS becomes N/A, as the "runway" is now offset from the localizer. One of my trips there during the construction the weather was above ILS minima, but below Non-precision minima. We wound up holding at for 4-1/2 hours. It was actually a pretty nice day in the area, from where we were holding we could see Kiska and other islands in the area, could see part of Shemya even, there was just one cloud in the sky, and it was parked low over the part of the island where we wanted to land.
