Nav Canada announced that in order to better comply with ICAO norms Canadian SIGMETs would be issued with transmission headers that identified the FIR region (digits 0# or 2#) instead of the GFA region (numbers like 3#), and would identify the originating authority as CWAO instead of specifying the issuing Meteorological Aviation Center. What you have is a hybrid, issued with an old style header (WSCN32 CYEG) but containing the new style header information (WSCN22 CWAO) in the end tag.
